What is the purpose of the strange rotating ring around the face of my watch?

Since buying my watch, it eight years, I was puzzled by a feature on it. Around the face is a golden ring that rotates. It is a ratcheting sound when turning, and not can be turned in one direction (clockwise). On the rotation of the rings are marked by numbers 5 to 60 in intervals of five (Obviously something to do with the minutes or seconds). In addition, the rotation of the ring of four directions (NE, SE, SW, NW) is marked on it. Between the ring and turn the clock face a second ring with a smaller number 30-330 in intervals of sixty (Something to do with my degree). The small ring can not be replaced. Although I think a little that marks … I still can not understand how they are combined in a useful function. What is the purpose of this mysterious and rotating ring marks on it? Yes, the outer ring is usually set for diving. Witch Hazel is a natural toner cartridge. Cocoa Butter is good for getting rid of spots, so even your complexion. So when you wake up wash your face with warm water. Add thin layer of cocoa butter with a bar of coca butter or something. You do not look too fat. Going about their daily business. Before going to bed, Wash your face with warm water. Then take a cotton ball and put some witch hazel on it. Wipe through your skin. Then, have the possibility to go to bed, put the cocoa butter, or wash your face. It depends on how your skin feels. (When you wash your face, I use a bar of soap base (price and good!) or pigeon or something.)
