How to set the time on a mechanical watch?

My brother gave me a clock of Mao Zedong in China and accidentally leave wind down. Now the weather is bad, then that does not move. Precisely http://www.cheapwatches.com/MaoWatch.gif How do I solve this problem? It is very clean and I'd like to keep time.
